Welcome to the Syrian Center for Engineering Contracts and Arbitration (SCECA).
It is my privilege to introduce a national institution established with a clear purpose: to advance the standards of engineering dispute resolution and contribute to a more transparent, efficient, and sustainable construction industry in Syria and the wider region.
Engineering and construction projects are becoming increasingly complex, involving sophisticated contractual arrangements, multidisciplinary stakeholders, and significant technical challenges. In such an environment, effective dispute resolution requires more than legal expertise alone—it demands a comprehensive understanding of engineering, project management, and internationally recognized contractual frameworks, particularly FIDIC-based contracts.
SCECA was founded to bridge this critical gap by integrating technical excellence with legal and arbitral expertise. As an independent, neutral, and not-for-profit institution, the Center is committed to administering arbitration, mediation, conciliation, expert determination, and other alternative dispute resolution mechanisms in accordance with internationally recognized principles of fairness, integrity, efficiency, and due process.
Beyond dispute resolution, SCECA aspires to become a regional center of excellence for professional development, research, and knowledge exchange in engineering contracts and construction law. Through our Academy, publications, strategic partnerships, and professional membership programs, we seek to cultivate the next generation of engineers, arbitrators, adjudicators, experts, and dispute resolution practitioners.
As Syria enters a new phase of reconstruction and sustainable development, the need for trusted institutions capable of supporting investment, protecting contractual relationships, and enhancing confidence in the built environment has never been greater. SCECA is committed to playing a meaningful role in this transformation by promoting best practices, strengthening institutional capacity, and fostering a culture of professionalism and integrity across the engineering and construction sectors.
