Eng. Malek
Haj Ali

Eng. Malek Haj Ali is a mechanical engineer and distinguished engineering leader with more than three decades of professional experience in engineering management, institutional governance, vocational education, and professional capacity development.

Throughout his career, he has been dedicated to strengthening engineering institutions, advancing technical education, and promoting professional excellence as essential foundations for sustainable development, institutional resilience, and national reconstruction.

He holds a Bachelor’s degree in Mechanical Engineering, specializing in Design and Production Engineering, from the University of Aleppo. Committed to continuous professional development, he has completed numerous specialized training programmes in Construction Management, Contract Management, and the FIDIC Conditions of Contract, strengthening his expertise in engineering contracts, project governance, contract administration, and internationally recognized best practices for project delivery, dispute avoidance, and sustainable infrastructure development.

Throughout his professional career, Eng. Haj Ali has held several senior leadership positions within Syria’s engineering and vocational education sector, including Director of the Vocational Training Institute and Director of the Vocational Secondary School in Idlib. He successfully led the establishment and development of vocational training centres, supervised major educational infrastructure projects, contributed to the modernization of national technical curricula, and actively participated in governmental committees responsible for engineering education, workforce development, and technical capacity building. In parallel, he has held executive leadership roles within humanitarian and civil society organizations, leading institutional governance, strategic planning, organizational development, and community-based initiatives that support resilience and sustainable development.

As President of the Syrian Engineers Association, Eng. Haj Ali plays a leading role in advancing the engineering profession, strengthening institutional collaboration, and promoting professional standards throughout Syria. His leadership contributes significantly to the realization of the Syrian Center for Engineering Contracts and Arbitration (SCECA)’s vision by fostering stronger integration between the engineering profession, engineering contracts, dispute avoidance and resolution, and internationally recognized best practices.

As Vice Chairman of the Syrian Center for Engineering Contracts and Arbitration (SCECA), Eng. Haj Ali supports the Center’s strategic leadership and institutional development while promoting excellence in engineering contracts, professional education, contract management, and alternative dispute resolution. He is committed to strengthening the engineering profession and advancing transparent, sustainable, and professionally managed engineering practices that contribute to Syria’s reconstruction and long-term infrastructure development.
