Eng. Raseen Ismat is a consulting structural engineer and one of Syria’s leading experts in structural engineering, engineering quality, technical standards, and professional engineering governance. With more than four decades of professional experience, he has played a significant role in advancing engineering practice, construction quality, contract administration, and institutional development within the engineering profession.
He holds a Bachelor’s degree in Civil Engineering with a specialization in Structural Engineering. Throughout his distinguished career, he has continuously expanded his professional expertise through advanced training in Construction Management, Contract Management, FIDIC Conditions of Contract, Value Engineering, Project Planning, and Quality Management, reinforcing his comprehensive understanding of engineering contracts, project governance, dispute avoidance, and internationally recognized standards.
As a licensed Consulting Structural Engineer, Eng. Ismat has specialized in structural design, structural assessment, construction materials testing, quality assurance, forensic engineering, and the technical evaluation of buildings and engineering structures. He has supervised engineering laboratories, reviewed and verified hundreds of structural studies, prepared numerous structural assessment reports and expert opinions, and served as a lecturer and trainer in professional engineering development programs, contributing significantly to the advancement of engineering knowledge and technical excellence in Syria.
Eng. Ismat has also made substantial contributions to engineering literature and professional standards. He is the author and co-author of numerous engineering references, technical manuals, and professional publications covering reinforced concrete design, engineering supervision, quality control, structural assessment, engineering reporting, and construction practices. He has further contributed to scientific research in concrete technology and structural engineering, with internationally published papers in the fields of durability and high-performance concrete.
As Secretary of the Syrian Engineers Association, Eng. Ismat plays a leading role in strengthening the engineering profession, developing professional regulations, and promoting technical excellence and engineering ethics. He has actively contributed to the preparation and review of the Syrian Engineering Contract Forms, technical guidelines, and professional standards, supporting the modernization of engineering practice and contractual frameworks in Syria.
As Board Member and Secretary of the Syrian Center for Engineering Contracts and Arbitration (SCECA), Eng. Ismat contributes his extensive expertise in engineering contracts, technical governance, quality assurance, and professional standards to support the Center’s mission of advancing engineering contracts, dispute avoidance and resolution, and alternative dispute resolution. His leadership reinforces SCECA’s vision of becoming a regional center of excellence dedicated to promoting internationally recognized best practices, engineering integrity, and sustainable infrastructure development.
