SCECA Outlines Its Vision and Role in Advancing Engineering Contracting Practices in a Statement to SANA
Damascus, Syria
In a statement to the Syrian Arab News Agency (SANA), Dr. Eng. Ahmed Stifi, Chairman of the Syrian Center for Engineering Contracts and Arbitration (SCECA) and Chairman of the FIDIC Integrity Management Committee (IMC), outlined the Center’s vision, objectives, and role in supporting and advancing engineering and contractual practices in Syria.
Dr. Stifi explained that the Center serves as a specialized professional platform that brings together engineering and contractual expertise and seeks to contribute to the development of Syria’s contractual framework and investment environment through the dissemination of professional knowledge, capacity building, and the promotion of best practices in contract management, claims management, risk management, dispute avoidance, dispute resolution, and engineering arbitration.
He emphasized that the Center’s vision originates from Syria while embracing a broader Arab and international dimension, aiming to build bridges of cooperation between Syrian and Arab expertise and international professional institutions, while facilitating the exchange of knowledge and experience in the fields of engineering contracts and project management.
Dr. Stifi further noted that the Center’s philosophy is founded on the principle that project success begins long before a dispute arises. It starts with clear and balanced contracts, proper risk allocation, and professional management of changes, claims, and project documentation, all of which contribute to preventing disputes before they occur.
He also highlighted the Center’s strong commitment to professional capacity building through specialized training programs and workshops on FIDIC Contracts, contract management, claims management, and risk management, with the objective of preparing qualified professionals capable of supporting successful project delivery in accordance with internationally recognized standards and best practices.
The statement also addressed the Center’s participation in regional and international professional forums and conferences, including the FIDIC Global Infrastructure Conference, as well as the ongoing preparations for the First Conference of the Syrian Center for Engineering Contracts and Arbitration, planned for 2027. The conference is envisioned as a professional platform for dialogue and knowledge exchange, bringing together experts, practitioners, engineering institutions, and industry stakeholders from Syria, the Arab world, and the international professional community.
SCECA values the interest shown by SANA in highlighting national professional initiatives and raising awareness of the importance of advancing contractual and engineering practices while supporting professional capacity building in Syria.
